Enabling environment for Public-Private Partnership for e-government of Mongolia” , component of Information and Communications Infrastructure Development Project of World Bank and ICTA

Project objectives

Technical assistance for developing the policy, legal and regulatory framework for PPPs in e-government. Since mobile phones could be used for delivery of e-government servics, it is also proposed to address legal and regulatory services pertaining to e-money. This is targeted to encourage m-commerce applications in general and micro-payment based e-government applications in particular.

Technical assistance for strengthening the institutional and human capacity within the public sector to design and implement PPPs in e-government.

Technical assistance for providing advice on structuring a PPP project development fund so as to enable sustained use of PPPs in the provision of e-government services.

The Atos Consulting Company of UK is implementing this component of the project. The Intec Company has been subcontracted by Atos Consulting for local consultancy services

Project timelines:

June 25-27, 2007 – Workshop for government officials on PPPs in E-government.

June 13-28, 2007 – Mission of Atos Consulting’s consultants team to work in Mongolia to finalize manual on PPP, communication plan for PPP in e-government, conduct training for government officials.

April 1-15, 2007 – Mission of Rahzeb Chowdbury to work in Mongolia to develop manual on PPP, draft law on PPP

March 5-19, 2007 – Mission of Richard Labelle, consultant to Mongolia to identify current situation of PPP in government in Mongolia and other countries.

March 16, 2007 – Presentation of the “PPP in E-government – preliminary observations by Richard Labelle and Lkhagvasuren Ariunaa

February 12, 2007 – Contract is signed with Atos Consulting on implementation of the “Enabling environment for PPP in E-government” project of World Bank and ICTA.
