White paper of Information and Communications Technology in Mongolia

Message from Mr. Saikhanbileg, Chairman of ICTA

Year 2006 has been a special year for the development of the information and communications technology sector in Mongolia.
85 years ago, the first Telephony agency had been established in Mongolia. 10 years ago, the first Mobile communication operator and Internet service provider had started its operation and services in Mongolia.
The last two years 2004-2006 have been years of preparation to celebrate those exciting dates in the ICT calendar of Mongolia.
The Information and Communications Technology Authority (ICTA) has been established under the auspices of the Prime Minister of Mongolia. Its main purpose is to coordinate and facilitate ICT development in Mongolia. Since its establishment, the ICT Authority has worked intensively and dynamically to develop favorable and beneficial policy and regulatory frameworks for the development of ICT in Mongolia; to coordinate its work, initiatives and plans with donor and international organizations; to synchronize its intentions and ideas with the interests of private sector companies; and to cooperate with non-governmental organizations to ensure broader public outreach.
Favorable policy and regulatory frameworks have been developed and successfully implemented to promote the development of ICT in Mongolia. These included a formulation and implementation of the E-Mongolia program (2005-2012) as a blueprint for ICT development at a national level; the E-Government master plan (2005-2010); the introduction of various regulatory policy guidelines, including cellular communication, interconnection, 3G service, etc.; and the adoption of economic incentives by exempting from VAT computers and its accessories, locally developed software products, etc.
The coordination of its work with representatives from different sectors has resulted in the establishment of the Mongolian Internet Service Providers Association (MISPA) and the Mongolia Association of Computer Suppliers Companies (MASCO). Due to the establishment of these associations, the costs of online computing have been reduced.
Coordination within governmental organizations has resulted in the broader online presence of both governmental and state institutions, the representatives of which are, for example, open-government.mn –a communication tool for business representatives and government and the website of the Mongolian taxation agency-a site hosting complete sets of forms and documents related to taxation issues for businesses and individuals.
These and other initiatives within the ICT sector have boosted the development of ICT in Mongolia.

I would like to congratulate all stakeholders who were involved in the publishing of “ICT development in Mongolia -2006” white paper for their efforts and dedications.

For readers, I would like to say that this is the most recent research on ICT development in Mongolia and it will be used as a resource and reference for future activities.
