Establishment of Intelligent Transport System for Better Urban Transport

Information and Communications Technology (ICT) in the field of transport is known as intelligent transport systems (ITS) and has been used to improve transport efficiency leading to positive economic and environmental outcomes. For example, advanced signalling systems that evaluate traffic volumes and routing options have been utilized to direct vehicle users to less congested routes in developed countries. At the same time, quality public transport systems have benefited from numerous ITS applications, including automatic vehicle location (AVL) technology, real-time customer information, and eco-driving indicators. As quality public transport systems are increasingly being implemented in the developing-nation context, the adoption of ITS components is key to ensuring the systems are car competitive and deliver services that are economically, environmentally, and socially sustainable

 
Monitoring and evaluation of "Information society" project in Zavkhan province

FLOM has implemented “Information Society” project in Zavkhan aimag, involving Governor’s office, Education and Cultural Department, Universities and secondary schools.

The main purpose of the project was to provide information and technological education to staff of government and non-governmental organizations, organization of training for preparation of trainers.

​In December 2012, FLOM has engaged Leading Researchers NGO to conduct evaluation of the “Information Society” project. During this evaluation, the staff of Leading Researchers NGO has interviewed representatives of different target groups, namely 1) governor’s office representatives; 2) education and cultural department staff; 3) lecturers and students at branch of National University of Mongolia in Zavkhan aimag and 4) teachers and students of secondary schools at Zavkhan aimag center.

The results of interviews have been compiled into evaluation report and submitted to FLOM office in Mongolia.

 
Monitoring and evaluation of SPADE project in Zavkhan province

The Adventist Development and Relief Agency (ADRA) in Mongolia has implemented Sustained Poverty Reduction through Agricultural Development (SPADE) project in 7 soums of Zavkhan aimag since 2008.

In December 2012, the research team of Leading Researchers NGO has been engaged by ADRA to conduct impact evaluation of the SPADE project.

The impact evaluation of SPADE project has been conducted with the purpose to measure the impact, effectiveness and sustainability of SPADE project vis-à-vis the socio-economic position and physical well-being of project beneficiaries. The research team of Leading Researchers visited to 6 soums of Zavkhan aimag randomly selected from SPADE project and conducted interviews with representatives of local government, citizens representative khural, cooperatives and general public.

​ The results of interviews and site visits have been integrated into the Impact evaluation of SPADE project report, which has been delivered to ADRA office. The report contained not only the findings from site visits, but also recommendations for next phase of project to be implemented by ADRA. The recommendations were taken by ADRA and integrated into the next phase project documents and activities.

 
Public transport information and communication technology TA-7556 (MON)

In 2011 Intec was involved in a  Technical Assistance (TA) project which included Automatic Vehicle Location (AVL) systems and Integrated Circuit Card (ICC)-ticketing system. Intec was engaged to develop and deliver a feasibility study on these systems for use in Mongolia. 

The project was  funded by the Asian Development Bank  and was led by Korean company Daeyeong Ubitec. Intec was successfully chosen to deliver services as a locally-based support team.

Intec conducted analysis on the current situation in the public transport services sector, the policy and regulations governing the sector and the existing financial and IT infrastructure to support the sector. This involved significant stakeholder engagement with organisations ranging from bus companies, government agencies, investment banks and major IT companies. From the analysis, Intec designed a process system and implementation plan for the systems. Additionally Intec provided Daeyeong with analysis and funding models to implement the project. 

Intec played a key role in developing this project, having arranged all the meetings, completed a ridership survey, translation of documents and gathered data and arranged seminars at the inception, midterm and completion of the project. 

 
Automation of the 2012 national election

In early 2012, Intec LLC played a key role in delivering Mongolia's first e-voting system. The Mongolian General Election Committee (GEC) worked with American company called Dominion Voting and a local companies  Interactive LLC, Intec LLC to deliver this project in Mongolia. 

Intec provided some of the project management responsibilities which included managing staff activities, stakeholder engagement and budgeting for the project. Our staff involved technical training to over 60 technicians in the areas of 2500 ImageCast Precinct (ICP) tabulators testing that GEC had bought from our American counterparts and were involved in testing ICP machines. This involved managing the triple-test of each machine to ensure workability and sound operation during the course of the election process. 

Intec also took part in training to 130 Government IT specialists in the use of GEC and managed the training of over 2600 poll workers around the country. 

On the Election Day, Intec played a key support role where we worked in a call centre to receive emergency calls from around the country. We were a key point of contact for troubleshooting and general enquires for all stakeholders.
